ASP.NET Developer Contract



Client Name: Ministry of Community Safety and Correctional Services

Assignment Name: Corrections, Local Systems

Service Category: Solutions Development

Role/Experience Level: Programmer/Developer – Level 2

Assignment Start Date: May 22nd 2012 (approx., 38 days)

Assignment End Date: July 16th, 2012



The Correctional Services Division IT Portfolio has several small applications running at local institutions and custody facilities. Support for several of these applications has recently transition to Justice Technology Services Division. The systems, MS Access applications, require some enhancements and fixes to existing deficiencies.



Expectations & Deliverables at minimum may include:



· Working with any one or more of the technologies below, the consultant will participate in the coding and development of application enhancements and fixes to several applications.

· Participate in the Gap Analysis, Application design, development, unit/system testing and deployment using Microsoft development platform and tools

· Participate in project design and application JAD sessions / walkthroughs;

· Development of required Software Architecture/design Documentation for the project;

· Produce Use Cases, Class diagrams, component diagrams, state diagram etc.;

· Create MS Access and VBA code modules, as well as other necessary system scripts and .Net modules

· Develop documentation for testing, implementation, defect tracking as per OPS standards;

· Participate in, document and configure output from application design sessions

· Participate in the Unit / System / Integration Testing

· Development of user authentication and access component according to predefined business rules

· Design and development of user and system interface(s)

· Preparation of install package and install books as required

· Provide input and complete documentation for the application deployment plan for the production environment;

· Completion of all required documentation and system artifacts

· Estimates for assigned tasks and percent complete

· Develop and/or update technical documentations, and provide input for User Guide & Training Guide;

· The consultant will provide a detailed list of all work/artefacts completed on the project

· Attend any meetings related to the resolution of any request as required

· Ensures knowledge transfer to internal staff - during the project, the consultant will coach Ministry staff on the existing system design as well as enhancements and fixes to be made. At completion of the engagement the consultant will transfer over all information/research/code/documents, etc. to the client

· Windows XP, Windows 7 desktop Windows Server 2003, 2008 versions

· Experience with Office Development with Visual Studio (VSTO).

· Experience with Microsoft Office developer tools in Visual Studio 2010, MS Access versions 2000, 2003, 2010VBA coding (Visual Basic for Applications) MS SQL, XML

· Experience in programming and analysis at the specified experience level

· Experience in structured methodologies for the development, design, implementation and maintenance of applications

· demonstrated, strong inter-personal skills, the ability to relate well with others and good coaching abilities

· demonstrated strong documentation abilities,



Desirable Skills, Experience and Qualifications:

· Experience with relational and hierarchical database technologies

· Experience in the use of information retrieval packages using SQL

· Experience with one or more communications protocols

· Experience with middleware and gateways

· Excellent analytical, problem-solving and decision-making skills

· Excellent verbal and written communication skills;

· Highly developed interpersonal skills

· A team player with a track record for meeting deadlines



Because of the relatively short duration of the contract and the requirement for existing application support, previous experience in the OPS and with Justice-specific applications would be an asset



The consultant will have Basic (CPIC-level) Security Clearance or equivalent and ideally have Enhanced (CPIC-level) Security Clearance or equivalent. If the consultant does not have this level of clearance they will be required to apply for and be approved for Basic level clearance.
