1.4 CLIENT’S REQUIREMENTS
Scope of Services and Deliverables -
The Services and Deliverables to be provided by the Vendor will include the following: RFS #:IT13-LTC-0352 Middleware Specialist Level 3 - 11 -
Purpose to Acquire
At this time, the Ministry is seeking to acquire the services of three (3) consultants, specifically with background in Windows / .NET system administration skillset that focuses on Internet Information Services (IIS), Remote Desktop Services (RDS), Hyper-V and System Center.
Responsibilities
Support Services Office (SSO) seeks three (3) Middleware Specialists to assist with the enterprise Integration specifically in the areas of IIS, RDS, Hyper-V and System Center.
The Middleware Specialist is operationally responsible for Internet facing and internal web hosting and terminal services hosting environments specifically for PHM applications only. The Middleware Specialist must have deep experience performing break-fix troubleshooting, system performance analysis and tuning of enterprise web hosting platforms. The Middleware Specialist will also follow the department's Web Hosting standards and processes.
The Middleware Specialist will have a proven track record of monitoring CPU, memory, network, and disk resources, identifying inefficiencies, and driving the changes needed to address them across the web hosting platform. This position is responsible for day-to-day operational support which includes implementing web hosting platforms, troubleshooting incidents, initiating redundancy and recovery procedures; monitoring systems performance and performing tuning. In addition, the Middleware Specialist has responsibility for providing technical support for application developers and end-users, promoting effective and efficient use of IT Services.
The scope of work to be assigned to these resource specialists will be to provide middleware infrastructure support to stabilize the application hosting services, as well as participate in small to medium sized service enhancements and improvements that have been approved.
Deliverables
1. Participate as a member of an IT Infrastructure team of professionals supporting IT Services in the Transportation sector.
2. Develop a deep understanding of Internal IT Service profile. For example, identify existing configuration requirements of each application on the legacy IIS servers.
3. Deploying Remote Desktop Services infrastructure
4. Integrating RDS in an enterprise network with routing, firewall and VPN considerations
5. Configuring permissions to control access to RDS-published applications in an enterprise Active Directory environment
6. Develop effective performance measurement and tuning tools and strategies that help to maximize the reliability, performance, and scalability of internal applications.
7. Routine status/health monitoring to augment automated SCOM monitoring
8. Deploying new and updated IIS sites/applications
9. Troubleshooting installed sites/applications
10. Providing input on best practices for installation and configuration of sites/applications, especially publishing applications through Microsoft Unified Access Gateway (UAG)
11. Configuring Microsoft Network Load Balancing (NLB) appropriately for IIS sites/applications, including "side-by-side" NLB configurations
12. Building and configuring new IIS Hyper-V virtual machines as required
13. PowerShell scripting for administrative tasks
14. Assisting with implementation of warm-up scripts, etc. to address application performance issues
15. Monitoring of IIS and event logs, providing recommendations to address issues
16. Managing, installing and configuring Secure Sockets Layer (SSL) Certificates as required for site/application publishing
17. Configuring/starting/stopping sites/applications as required to support service provision within existing Service Level Agreements
18. Configuring sites/applications, application pools and associated resources with appropriate permissions
19. Support cloud technologies to help maximize the scalability of internal applications
20. Displays effective human and interpersonal relations skills during collaborative efforts.
21. Communicates effectively verbally and in writing.
22. Identify and implement the configuration required on the new RDS and IIS servers to support the configuration captured from the legacy servers. Publishing of applications
23. Identify changes that may be required on the client desktop to support the new environment.
24. Document the test activities required for the overall test plan for each application migration
25. Execute defined activities planned for each application migration
26. Provide post migration support
27. Knowledge Transfer to OPS staff
28. Contribute documentation to the OPS "Knowledge Base" of known issues and resolution.
Three (3) Middleware Specialists, Level 3
• Experience with Web Hosting platform design, performance analysis, and tuning of enterprise-grade systems
• Experience with cloud technologies to help maximize the scalability of infrastructure services
• Provide planning, consulting, technical analysis, design, development, testing, implementation and daily support of middleware products.
• A solid background supporting MS IIS version 6, 7, 7.5, Microsoft .NET framework 1/2/3/4 and Windows Sever 2003/2008
• Troubleshooting Windows applications published using Remote Desktop Protocol (RDP) and Unified Access Gateway (UAG)
• Publishing Windows applications using RDP and UAG
• Plan, coordinate, and implement standard web services using IIS.
• Plan, coordinate, and implement security measures in order to protect data, software, and hardware.
• Monitor system performance in order to determine whether adjustments need to be made, and to determine where changes will need to be made.
• Gather data pertaining to customer needs, and use the information to identify, predict, interpret and evaluate system requirements.
• Thoroughly document troubleshooting steps taken and resolutions to incidents relating to the Internet, Intranet and Extranet web hosting environments
• Provides application server support and maintenance; uses various utilities to troubleshoot, repair, and check configuration on application servers
• Schedules and performs completion of Incident support cases.
• Executes proper Change Control procedures.
• Maintain and administer a diverse application portfolio.
• Operate master consoles in order to monitor the performance of computer systems and networks, and to coordinate network access and use.

Services or Dynamic Data Centre type initiatives.
• Experience in network design / network connectivity to assist in defining and troubleshooting issues related to external connectivity of an application hosting service is a plus.
• Experience in structured methodologies for the design, development, implementation and maintenance of applications
• Experience with the ITIL v3 Service Management processes – particularly around Incident, Change, Release and Knowledge Management is a plus.
The Vendor’s Personnel will also be required to:
• Complete work and achieve milestones within the assigned deadlines;
• Notify the Cluster/Ministry project Manager in writing of any issues or other material concerns related to the assignment deliverables, as soon as he/she becomes aware of them;
• Submit deliverables for the Cluster/Ministry approval as they are completed;
